उत्तराखंड हेल्थ सिस्टम्स डेवलपमेंट परियोजना के अंतर्गत प्रदेश में संचालित पीपीपी मोड़ अस्पतालों को सुधारने एवं मरीजों की समस्याओं के निराकरण के लिये विभागीय अधिकारियों को निर्देश दे दिये गये हैं। अब अनुबंधित अस्पतालों की निगरानी सीएमएस के अलावा सीएमओ भी करेंगे।
इन अस्पतालों में किसी भी प्रकार की गड़बड़ी पाये जाने पर सीएमओ अनुबंधित संस्थाओं के प्रबंधन को नोटिस जारी कर सकेंगे, जिसकी एक प्रति स्वास्थ्य महानिदेशक को भी करनी होगी। इसके साथ ही सचल चिकित्सा वाहनों का क्षेत्र भ्रमण का रोटेशन स्थानीय विधायकों की सहमति से तैयार किया जायेगा।
सूबे के चिकित्सा स्वास्थ्य एवं चिकित्सा शिक्षा मंत्री डॉ0 धन सिंह रावत ने आज स्वास्थ्य महानिदेशालय में पीपीपी मोड़ में संचालित अस्तपालों की व्यवस्था में सुधार को लेकर क्षेत्रीय विधायकों व विभागीय अधिकारियों के साथ समीक्षा बैठक ली। जिसमें उन्होंने अनुबंधित अस्पतालों में आने वाले मरीजों को बेहत्तर चिकित्सा सुविधा दिये जाने को लेकर अधिकारियों को निर्देश दिये साथ ही क्षेत्रीय विधायकों से सुझाव मांगे। विभागीय मंत्री ने पीपीपी मोड़ में संचालित अस्पतालों में बेहत्तर स्वास्थ्य व्यवस्थाएं बनाये रखने के लिये वहां पर तैनात सीएमएस के साथ ही संबंधित जनपद के सीएमओ को भी जिम्मेदारी निभाने को कहा। उन्होंने कहा कि यदि पीपीपी मोड़ अस्पताल के संचालन में किसी भी प्रकार की लापरवाही सामने आती है तो उस जनपद के सीएमओ को संबंधित अस्पताल के संचालकों को नोटिस कर स्पष्टीकरण मांगने का अधिकार होगा। जिसकी सूचना महानिदेशक स्वास्थ्य एवं परिवार कल्याण को देने होगी।
बैठक में क्षेत्रीय विधायकों ने इस बात पर नाराजगी जताई कि पीपीपी मोड़ अस्पताल संचालक स्थाई चिकित्सकों की तैनाती करने के बजाय रोटेशन पर चिकित्सकों को भेजते हैं जिस कारण मरीजों को परेशानी होती है। बैठक में यह भी निर्णय लिया गया कि पीपीपी मोड़ अस्पतालों में तैनात चिकित्सकों के नाम व उनकी उपाधि/विशेषज्ञता संबंधी बोर्ड अवश्य लगाने होंगे। बैठक में मौजूद विधायकों द्वारा प्रमुख रूप से पीपीपी मोड़ में संचालित देवप्रयाग, बेलेश्वर, बीरोंखाल, रामनगर के सामुदायिक स्वास्थ्य केंन्द्रों एवं जिला अस्पताल पौड़ी की अव्यवस्थाओं को लेकर नाराजगी जताई। विधायकों द्वारा इस बात पर भी नाराजगी जताई गई कि योजना के तहत ब्लॉक स्तर पर संचालित सचल चिकित्सा वाहनों के रोटेशन की उन्हें कोई जानकारी मुहैया नहीं करायी जाती है। जिस पर विभागीय मंत्री ने अधिकारियों को निर्देशित करते हुये कहा कि सचल चिकित्सा वाहनों का रोटेशन स्थानीय विधायकों की सहमति से तय किया जाय, ताकि दूरस्थ क्षेत्रों में लोगों को स्वास्थ्य सुविधाएं सुलभ हो सके।
